Witches, as demons, are very lonely.
Witches are no threat.
Since anyone can be accused of witchcraft, simply for a magical glow in their eyes or having the longest hair, there is no more danger in them than any person living next door. You do not want them to ring your doorbell at 4 AM, but are mostly okay with them existing.
But what, if a witch bonds with something more powerful? With a powerful being able to do damage in this world? Capeable and by definition allowed by any god to commit certain amount of evil?
What if a witch bonds with nothing less than a demon?
This will be the strongest bond in the whole universe.
Demons are no threats, as well. Actually, a demon is unable to perform any act in this world on its own. It would not be able to pick up a cup of coffee, or a cookie. A demon needs a witch for everything. That is why it seeks those lonesome ladies that wish to ring anybody up at 4 AM, but do not have that someone.
Together, their bond is strong enough for any transformation the body or the soul might yearn for, and it is the only bond to ever happen in both their lifes.
